San Onofre Nuclear Generating Station
ActiveRole
Contract Oversight Manager
Scope
Full decommissioning including ISFSI construction, spent fuel management, and D&D operations
I advise executive leadership when complex projects begin to drift, organizational challenges affect performance, or independent oversight is needed to identify risk and improve execution.
Surface developing issues, weak assumptions, and execution gaps before they become larger problems.
Help leadership, project teams, contractors, and stakeholders operate from a clearer and more consistent understanding.
Clarify ownership, expectations, interfaces, and decision-making responsibilities.
Turn observations and recommendations into practical actions that improve project performance.
Major failures usually begin as smaller issues left unresolved. Risks become normalized, decisions are delayed, ownership blurs, and contracts and project teams work from different assumptions. Reporting continues, but the information does not always lead to action.
I give executive leadership an experienced, independent perspective on what is happening, why execution is drifting, and where intervention will have the greatest impact.
My role is not to replace the project organization, but to help leadership see the project clearly and strengthen execution before manageable issues become expensive failures.
The objective is straightforward: identify the real problem, address it early, and improve the outcome.

Paul Smith, Principal Consultant
Paul Smith brings more than 35 years of experience across industrial construction, nuclear operations, project management, contract oversight, safety, and organizational performance.
His career spans field execution, construction management, project leadership, program oversight, and high-stakes nuclear decommissioning, allowing him to evaluate a project from both the field and leadership perspectives.
He currently serves as Oversight Manager for a $1.4 billion nuclear decommissioning program, advising leadership across a complex, multi-year scope of work.
Throughout his career he has helped organizations identify emerging risk, challenge assumptions, improve accountability, and address execution problems before they become larger failures.
I work with leadership when a project needs an experienced independent perspective, a clearer view of risk, or practical help restoring alignment and execution.
I assess why a project is drifting, identify what is driving delay or underperformance, and help leadership establish a practical path to recovery.
I provide an independent view of emerging risk, weak assumptions, accountability gaps, and execution problems before they become larger failures.
I evaluate how leadership, communication, decision-making, and ownership are affecting project performance.
I review scope, responsibilities, interfaces, and contract performance to identify ambiguity, exposure, and gaps that undermine execution.
I evaluate schedules, logic, resources, estimates, and performance indicators to determine whether the plan reflects the reality of the work.
I assess safety performance as part of project execution, including planning, supervision, coordination, accountability, and leadership oversight.
My perspective is grounded in decades of direct responsibility across nuclear operations, construction management, project leadership, contract oversight, and complex capital work.
